Rochdale Metropolitan Borough Council is to re-run its selection process for a development partner on its £250m town centre regeneration.
The move follows a European Court of Justice ruling on a case in Greece. The decision concerning a development project in Greece was being treated as a test case for whether a council should reveal weightings of the various award criteria and sub criteria following a tender. Despite Rochdale MBC following Official Journal of the European Union procurement guidelines, it did not release the weightings following the award — to Wilson Bowden —which the European Court ruling stated was the wrong decision. Wilson Bowden had beaten Sultan Properties and Ask Developments for the contract during the selection process, which took place in 2007. The competition will now be re-opened, though the amount of interest is unlikely to be as high as the first time around. |
