David Cameron's opposition to CDM "misguided" says safety experts E-mail

The Institution of Occupational Safety and Health (IOSH) is today calling for David Cameron to reconsider his Early Day Motion (EDM) opposing new regulations that could play a major role in improving health and safety in the construction industry.

Cameron's Motion calls on the government to annul the revised Construction (Design Management) (CDM) 2007 Regulations, something IOSH believes would be misguided.

Richard Jones, director of technical affairs at IOSH said: "David Cameron's EDM (1151) opposing these revised regulations typifies some of the negative attitudes and misunderstandings health and safety professionals are trying to tackle.

"CDM 2007 is about designing-in safety and taking a planned, risk-based approach. It's a win-win situation: workers and public will be protected and the client will avoid delays and unscheduled costs. It's actually designed to be far less bureaucratic than the approach taken under the previous regulations. It's about practical problem solving - getting the job done well and safely."

In the last 25 years, over 2,800 people have died from injuries they received as a result of construction work and many more have been injured or made ill.

Although fatal and major injuries have generally been decreasing, slips and trips as well as manual handling injuries are increasing - with 981 major injuries caused by slips, trips or same-level falls last year. Most of these accidents could easily have been avoided through effective site management.

Jones added: "The industry needs to change, and it needs to change now. That's why IOSH supports the 2007 revision of CDM Regulations and why our Construction Specialist Group has contributed to producing the Construction Industry Advisory Committee guides. We hope to persuade David Cameron that his opposition to these regulations is misguided and that, actually, these regulations will be beneficial for the construction industry."
