Construction work on what will be Europe’s tallest residential skyscraper will start in January, it has been announced. 

John Hutton Secretary of State for Business today announced that work to examine the feasibility of generating electricity from the Severn estuary will begin immediately. This would mean building a hydro-electric dam across the estuary - a massive engineering challenge.

A time capsule has been buried to mark the beginning of construction work by Kier London, on the flagship 'Keyworth II' building at London South Bank University.
