MPS takes £187m Wigan Life Centre

Design and engineering specialist Morgan Professional Services (MPS) has been appointed to provide the civil, structural, and mechanical and electrical engineering design for the £187m Wigan Life Centre – a new public service hub for Wigan Council.

The 28-year PFI scheme will create a state-of-the-art leisure, health, learning and information complex including a one-stop shop for all public services.

MPS managing director Martin Broome says: “We’re excited to be using our engineering expertise to help deliver this landmark public sector project scheme.”

The Access Consortium – Morgan Sindall Investments and Hochtief PPP Solutions (UK) - will build, finance and operate the new centre. Construction company Morgan Ashurst will design and construct the facilities which will be built on the site of the town’s existing municipal buildings and swimming pool. Hochtief Facility Management UK will manage the complex once it is open while LCE Architects and AStudio Architects will provide architectural design for the facilities.

The new facilities will include a 14,297 sq m ‘Healthy Living Zone’ on the south site of the complex, with a 25-metre public swimming pool and learning pool with moveable floor. The Healthy Living Zone includes health and social care facilities, a fitness centre, viewing gallery and offices.  The 5,169 sq m ‘Information and Learning Zone’ will occupy the north site and comprises a central library, a public service one-stop shop, housing options centre and offices for voluntary agencies.

The scheme will use the latest sustainable construction techniques to minimise CO2 emissions and whole-life operational costs. It features a centralised combined heat and power plant to heat the complex which typically achieves a 35 per cent reduction in energy use.

The project is due for completion in December 2011.
