Clarke currently heads the Highways Agency's Safety, Standards and Research (SSR) Directorate and its Procurement Directorate. The following interim arrangements have been made pending the appointment of a substantive Major Projects Director.

Hilary Chipping, the Agency's Network Strategy Director, will have Board responsibility for Procurement in addition to her continuing leadership of the Network Strategy Directorate.

Alan Pickett, currently a divisional director in SSR, will join the Highways Agency Board on a temporary basis as Director for Safety, Standards and Research.

Jerry England completes his role as interim Major Projects Director on 12 October, when he will leave to become Director of Civil Engineering at Network Rail.
